Anti-Vigilante Legislation of 2017 - AVL 9A.16.020


This really isn't a mechanic for your game but more so a flavor to add to your game, to basically put some realism or fear into the players of their character that being a masked Vigilante is against the law. You don't have to use this, but if you do, it will make the player's job even harder as they will have to be more creative with their character choices and be more sneaky in their crime fighting duties. Maybe they will think twice about going out to fight crime, when the police force is ordered to capture Vigilantes and bring them in. While I do a lot of street fighting level games, I will normally implement this law after a certain amount of time when the players get really comfortable with just out right doing things with their characters. While the people may respect the man behind the mask, and sometimes the law will as well, vigilante activity should be done in secret and from the shadows.

This also did happen on the show, when Oliver Queen because Mayor of Star City, but he put the vote to the people of Star City, and the measure passed by a landslide. While I could find no actual wording, or things defined based on the show, other then the name "Anti-Vigilante Legislation". I even made up the legislation number docket to make it seem more "official". Enjoy!

Anti-Vigilante Legislation (AVL 9A.16.020)

Any person caught fighting criminal activity within the limits of the city, taking "crime fighting" into their own hands, by using physical force to stop criminal activity that is above and beyond protecting themselves from immediate danger or protecting personal property will be considered obstructing justice and acting in an authoritative capacity which is not authorized by the city. Elected & Appointed officials are to arrest and detain Vigilante activity by any means necessary to uphold the laws of the city.

AVL 9A.16.020 allows use of force in these instances:
• When used to arrest someone who has committed a felony and deliver the suspect to a public officer.
• When used by a party about to be injured or about to suffer "malicious interference " to his own property. The force must be "not more than is necessary."
• When force is "reasonably" used by the owner of property to detain someone who unlawfully enters his property.

Vigilante Defined

A vigilante, also known as a "mask", is an individual who takes the law into their own hands, believing that the police and the court system are unable to or unreliable at bringing criminals to justice. However, not all vigilantes are fighting for justice, some do it out of personal revenge or antagonistic reasoning. It is also common for vigilantes to take on a moniker to be known by, some by personal choice and others by having been named by the public. Some vigilantes eventually gain a level of popularity and admiration from the general public that they begin to be seen as a "superhero". Despite the name suggesting this term is reserved for individuals with superhuman powers and abilities, it is also used to define individuals without any but instead rely on combat skills, intellect, or gadgetry.

Vigilante Justice

"Vigilante justice" is often rationalized by the concept that proper legal forms of criminal punishment are either nonexistent, insufficient, or inefficient. Vigilantes normally see the government as ineffective in enforcing the law; such individuals often claim to justify their actions as a fulfillment of the wishes of the community. Persons alleged to be escaping the law or above the law are sometimes the victims of vigilantism. Vigilante conduct involves varying degrees of violence. Vigilantes could assault targets verbally and/or physically, damage and/or vandalize property, or even murder individuals.

Designer Notes:This one I really had to think about when it came to all of her abilities on this write up. I invented the Sonic Hearing which she used during an episode in Season 6, but its based off of her Sonic Beam powers, not as strong though. I was looking at super hearing or something, but the way it was demonstrated, it looked like she was using her sonic powers to listen. Drawbacks, she has a lot of guilt over having to kill Vincent Soble in front of Black Canary II's eyes. Her Irrational Fear is that she will never truly be loved by anyone or will disappoint anyone that tries to love her such as her earth one father, which leads into her not trusting many people, if any at all. She is also shown signs of being very uncertain about the path she is taking right now with Ricardo Diaz.

Designer Notes: This was another interesting write up, with not a lot to compare things to. So I went on my own and decided to look at the charts in the 3e book, decide based on what I've seen on the show and where it fell numbers wise. The Bo Staff, I kind of made up based on what I THOUGHT it would using the ones I've seen in the 3e book for Robin and Deathstoke as a base for it. Her disadvantages I got from the show as she has some messed up thinking right now due to her love dying in front of her eyes. Thinking about it, she probably could be Black Canary 3, as we've seen two others (Laurel and Sara). No I don't plan on writing up Laurel as Black Canary, but rather as Black Siren.

Designer Notes: This character is much different then the one that DC cartoons and comics show. His real name was changed, and his backstory was modified for the show. Since that was modified, I decided his stats would be different as well. I will agree he has a brilliant mind, but he's not as physical and strong as cartoon/comics.

His stats are pretty much a normal human with slight modifications taken into account for his military background, and the fact he does hold his own when fighting next to Oliver (well sometimes). His drawbacks are based on his character development through out the life span of the show.

Designer Notes: I based this write up of how she is on theCW Show. This is basically a write up of Red Arrow/Arsenal, but with a Thea twist. It wasn't easy to build her, because I had to guess at things based on what she has done, and the fact she came back from the Lazarus Pit. Equipment, I kept exact the same as Roy's for Arsenal, because, well, it was the same stuff, they both seemed to use it and leave it in the "Arrow lair". Most of her skills come from the training she had with Malcolm Merlyn, which wasn't a very long period of time, but long enough that she got the basics down and was able to show this in while fighting.

Designer Notes: I adjusted a few things here and there, such as dropping his intelligence, due to the way he reacts to things on the show and leans heavily on his support staff. Not saying he's not a brilliant mind, but after looking at the chart in the 3e core book, I felt the number better reflected the TV Personae. I also adjusted his wealth to that of a Billionaire and dropped the whole floral artist thing, that didn't fit with the show. Also, I know he hasn't used all the "trick arrows" listed here, but we'd assume he'd have them, as he's shown that he uses these things from time to time. Finally, I noticed he doesn't have a gadgetry stat, so I added him one based on what I thought he would have to fix the arrows he uses and invent the new ones.

What is MEGS? A little history to start!

DC Heroes was originally produced by Mayfair Games back in the eighties. Also know as MEGS (Mayfair Exponential Gaming System), the game evolved into three editions with various supplements and modules along the way. If you count the fact the game system was licensed to Pulsar Games, a 4th edition was created, but the DC properties were stripped away for generic supers background.  That edition was named “Blood of Heroes” (BoH), which spawned a final book called “Blood of Heroes Special Edition”. While the BoH, did clear up some questions about the rules and present everything in one book, I felt the lack of DC setting the flavor that made the book interesting and compelling (at least to me). I will not be using BoH as a reference, but only if I really need to find a rule to clean something up that was confusing when writing up something. Sorry, if you are looking for BoH stuff, I am sure there is plenty of sites out there for information on that.

My experience with the system is that I have run various campaigns using the 1.5e/2e/3e rules, the biggest campaign I ran was called “The battle over the infinity rings” - Hey it was the early ‘90s the infinity gauntlet was the popular thing out in comics lol.

I really enjoy superhero TV shows and movies, to the point I Watch them all, or as much of them as I can. I love the superhero genre and I think its amazing to see all the superheroes that have made it on the tv and silver screen. Naturally I can't be a superhero, but I can certain role play one in a game with dice, paper and my imagination! Enter MEGS DC Heroes! Please keep in mind I haven't touched this game in many years, so I am re-learning it page by page.

Second Question, bother with an old game?
Why am I bothered with an old game, that probably not a lot of people care about, is out of print, and there is plenty of new games being produced and supported (is the full question here).
Yep the game certainly is out of print and not that easy to buy the books anymore with out spending a pretty penny. I don't care, I have the materials in physical form and besides, you can find the PDFs of this "dead game" anywhere on the net if you look for it. Also, while this game isn't being supported by Mayfair anymore, its being supported online to this day by its fans. There is the Yahoo! Groups (yeah remember those?) that is still active to this day with people going back and forth about it. There is an active Facebook group, along with an active Google+ group that is generating chatter almost everyday as well. There is a semi-active podcast that will talk about the game as well. So there's all that and more I am sure. Tons of resources if you want them, you just have to look instead of just waive your hand and dismiss the game.
I do know there is plenty of new superhero games out there that are being printed and supported by various companies and I don't care. I like what I like, and there was two superhero games I really enjoyed as a kid, it was Marvel FASERIP by TSR and DC Superheroes by Mayfair.

Third question, would anyone care?
Maybe? Probably? Who cares? I do this for me and the games I want to run. If someone stumbles onto the page and thinks it cool, great!

Why the Arrowverse?
Because I love the TV shows that theCW has produced, I like how they joined them together into one universe. I also like that its rooted into street level like style of play, with a little flux of powers that seems easily handled by the rules. Its simple enough that players can get into the game as well as the Game Master, and can grow with it.
